But one thing that's remained the same is the sorry state of India's Police Forces. Criticised by all and sundry, they've been been scapegoats and also instruments to further vested political agendas. In 1996, Singh launched a crusade to reform the police services. He even won a landmark case against the state of India to the effect. But to no avail. His quest for police reform continues even today, 30 years after his retirement.
