On October 23, the Supreme Court came down heavily on the Union government, criticizing it for making our environmental laws practically 'toothless'. The court highlighted how the penalties for stubble burning, outlined in the Commission for Air Quality Management Act of 2021, haven’t been enforced properly. In simple words, the laws are there, but the machinery to implement them is missing. So who is paying the price?
