How did Elon Musk bypass Brazil's X ban?

Three weeks after being banned by the Brazilian Supreme Court, X went live for some users in the country for a few hours on September 18th. The traffic was restored temporarily through the internet service provider called Cloudfare that routes traffic for millions of websites in Brazil. Days after the ban Musk’s satellite internet provider Starlink told Brazil’s internet companies it would continue to deliver X through satellites. When threatened with loss of license in the country, Starlink backed down.
